用paypal好多天都不能付款了。一直出现如下错误(error Code : 10486)。我用的是P卡关联了paypal支付，之前一直可用。出下这个error code后换了信用卡关联paypal也支付不出去，出现同样错误。

查paypal说有如下三种可能：

Possible reasons for payment failure include: - The billing address associated with the financial Instrument could not be confirmed.
- The transaction exceeds the card limit.
- The transaction was denied by the card issuer.
