Fiverr不能用paypal余额支付吗？

在fiverr上看了几篇文章，付款的时候选择paypal，结果要我添加信用卡支付，虽然我的余额是付款金额的十倍。给fiverr的客户反映问题，对方叫我去找paypal客服。但是我用paypal支付vps的费用完全没问题啊。去paypal论坛搜了一下，发现这个：
Some sites may still ask for credit card as back up even if you want to use PayPal balance and even if you have enough in the balance.
